The UK government is trying to bring about a step-change in the rehabilitation of offenders. It has done this through a process of marketisation and competition. This lecture looks at how this has been done using mechanisms such as Payment by Results and Social Impact Bonds.
The government hopes that marketisation will stimulate innovation and reduce costs. The emerging evidence base on how effective payment by results and social impact bonds are assessed.
